Delta Conveyance Project

The California Department of Water Resources (DWR) is preparing an Environmental Impact Report/Environmental Impact Statement (EIR/EIS) for the Delta Conveyance Project in the Sacramento-San Joaquin Delta, California. The project purpose is to develop new diversion and conveyance facilities in the Delta necessary to restore and protect the reliability of State Water Project (SWP) water deliveries and, potentially, Central Valley Project water deliveries south of the Delta, consistent with the State's Water Resilience Portfolio. The proposed project would construct and operate new conveyance facilities in the Delta that would add to the existing SWP infrastructure.

On behalf of the State Water Contractors (SWC) CreativEnvironment Group supports the SWC in collaborating with DWR on California Environmental Quality Act/National Environmental Policy Act (CEQA/NEPA) compliance for the proposed project which includes coordinating with SWC's member agencies and providing their input into the ElR/EIS, permitting and consultation processes.

Terminal B Replacement & Modernization Program "Big Build"

The Sacramento County Department of Airport's Sacramento International Airport expansion project (Big Build Project) involved construction of a new passenger terminal complex and associated aircraft and landside support facilities.

Stephanie Parsons served as the project manager for the Big Build Project, overseeing the provision of biological and permit compliance monitoring services, compliance oversight of the Project's Mitigation, Monitoring and Reporting Program (MMRP), and providing on-call support to address CEQA and NEPA issues in relation to state, federal, and Federal Aviation Administration advisories and regulatory requirements. MMRP requirements included daily biological surveys and impact avoidance measures, Stormwater Pollution Prevention Plan implementation, opacity monitoring and burrowing owl exclusion efforts.

Site Reservoir Project

Site Reservoir Project

The Sites Reservoir Project, led by the Sites Project Authority, is a proposed 1.5 million acre-foot offstream reservoir in Maxwell, California. CreativEnvironment Group is providing strategic support through the development of an Environmental Compliance Program, facilitating the Section 408 approval process for the Clean Water Act Section 404 permit, and collaborating with Air Districts to meet air quality mitigation requirements.

Additionally, CreativEnvironment Group serves as a key liaison across Environmental Planning, Engineering, Construction, and Procurement teams to support seamless project delivery.

California High-Speed Rail System

The California High-Speed Rail Authority is responsible for planning, designing, building and operation of the first high-speed rail system in the nation. The system will connect San Francisco to the Los Angeles, eventually extending to Sacramento and San Diego, totaling 800 miles with up to 24 stations. Stephanie Parsons served as a direct report to the Authority's Director of Environmental Services as the Permit, Mitigation and Compliance Lead for the Environmental Planning Program and was responsible for preparing and submitting natural resource permit applications, compensatory mitigation plans, and developing and implementing a compliance monitoring and reporting program to support construction and operation of the project sections of the system.

Stephanie Parsons was responsible for developing and implementing integrated, strategic approaches that ensured regulatory compliance and supported project delivery. This included developing environmental review documents with permitting outcomes in mind—minimizing conflicts between regulatory requirements and implementation timelines and collaborating with numerous stakeholders: the Authority, the Federal Railroad Administration, Regional Consultant teams, Project Construction Managers, and Design-Build contractors.
