Stephanie Parsons

Founder and Principal

Stephanie Parsons brings a deep understanding of environmental regulations, gained from her extensive experience as both a consultant and an Owner Advisor. Her journey began as a wildlife biologist with the California Waterfowl Association, where she supported conservation education and habitat conservation programs and developed a strong foundation in environmental issues and human interaction. Her role as a wildlife biologist led her to environmental consulting, where she gained experience in resource impact analysis, environmental regulation and compliance, and project development. She conducted field surveys, performed technical analyses, and developed regulatory compliance strategies from the concept to delivery phase. She focused on obtaining necessary permits and supporting compliance during construction by overseeing implementation and adjusting programs as needed.

Throughout her career, Stephanie has been instrumental in supporting the delivery of some of California's most politically complex infrastructure projects. Her expertise has been honed by working on high-stakes projects like the Sites Reservoir, California High-Speed Train, and Delta Conveyance Project, where she applied her technical prowess and emotional intelligence to navigate political, policy, and funding challenges. Stephanie has also had the opportunity to collaborate with local agencies including the Sacramento Regional Transit, City of Stockton, the City of Davis, Sacramento County, San Joaquin County, and the City of Rancho Cordova. Her understanding of public agencies allows her to tailor permitting and environmental compliance strategies to meet their objectives and future needs.

In addition to her public sector experience, she has worked with private entities, integrating seamlessly with teams in Project Delivery, Construction Management, and Environmental Planning and Permitting, supporting successful project outcomes across various sectors. This comprehensive skill set equips her to deliver projects with practical, implementable approaches. Her collaborative and creative style and ability to ask the hard questions respectfully have made her a valuable asset to teams and clients.

Stephanie's decision to establish CreativEnvironment Group was driven by her vision of working with clients as a cohesive unit, developing tailored solutions for their projects. Since CreativEnvironment Group was founded in 2008, she has successfully built a diverse client base, expanded her network, and developed a strategic plan to enhance business operations, marketing, and strategy. Her goal is to be sought after for providing unique, highly valuable advice and targeted support for projects that impact communities, regions, and beyond.

Dana McGowan is a professional archaeologist with over 40 years of experience managing environmental analysis and documentation for complex projects, and the development and implementation of environmental documentation and implementation programs.  She’s an expert in the National Environmental Policy Act of 1969 (NEPA), California Environmental Quality Act of 1970 (CEQA), and Section 106 of the National Historic Preservation Act of 1966 (NHPA) compliance.  During her long career, Dana supported some the largest and most complex environmental projects in the western United States.  These projects have provided the opportunity for her to become skilled at bridging environmental analysis, environmental compliance and construction processes for design-build and conventional construction projects.

Buoyant Environmental LLC specializes in providing strategic and technical expertise to public and private clients to navigate required compliance under the National Environmental Policy Act, California Environmental Quality Act and myriad federal, State and local environmental regulatory requirements to successfully implement infrastructure projects of Statewide importance, including many linear projects, throughout California.
With over 20 years of experience, Jennifer's technical expertise includes water and energy, and wind infrastructure. She has led environmental training programs for the Association of Environmental Professionals, been a Steering Committee Member and speaker for “Unplugged: The Renewable Energy Panel Speaker Series” and presented at the 2017 and 2018 Asia Clean Energy Summit International Floating Solar Symposiums in Singapore. Jennifer was a contributing author to the 2019 World Bank Group, ESMAP and SERIS publication, "Where Sun Meets Water: Floating Solar Handbook for Practitioners."

Led by Dr. Ibrahim Khadam, the firm offers services in feasibility analysis, sustainability planning, decision-making frameworks, and strategic planning. With over 20 years of experience in California water management, Dr. Khadam brings extensive knowledge in hydrologic and system operations modeling. Khadam Consulting has a strong track record of managing complex, multi-agency projects and aligning technical strategies with stakeholder needs to deliver effective results. Key projects include technical development for the Sacramento Regional Water Bank, environmental and water rights planning for the El Dorado Water Reliability Project, and coordination of the American River Water Instrumentation Network (ARWIN) initiative.
