Stephanie Parsons brings a deep understanding of environmental regulations, gained from her extensive experience as both a consultant and an Owner Advisor. Her journey began as a wildlife biologist with the California Waterfowl Association, where she supported conservation education and habitat conservation programs and developed a strong foundation in environmental issues and human interaction. Her role as a wildlife biologist led her to environmental consulting, where she gained experience in resource impact analysis, environmental regulation and compliance, and project development. She conducted field surveys, performed technical analyses, and developed regulatory compliance strategies from the concept to delivery phase. She focused on obtaining necessary permits and supporting compliance during construction by overseeing implementation and adjusting programs as needed.
Throughout her career, Stephanie has been instrumental in supporting the delivery of some of California's most politically complex infrastructure projects. Her expertise has been honed by working on high-stakes projects like the Sites Reservoir, California High-Speed Train, and Delta Conveyance Project, where she applied her technical prowess and emotional intelligence to navigate political, policy, and funding challenges. Stephanie has also had the opportunity to collaborate with local agencies including the Sacramento Regional Transit, City of Stockton, the City of Davis, Sacramento County, San Joaquin County, and the City of Rancho Cordova. Her understanding of public agencies allows her to tailor permitting and environmental compliance strategies to meet their objectives and future needs.
In addition to her public sector experience, she has worked with private entities, integrating seamlessly with teams in Project Delivery, Construction Management, and Environmental Planning and Permitting, supporting successful project outcomes across various sectors. This comprehensive skill set equips her to deliver projects with practical, implementable approaches. Her collaborative and creative style and ability to ask the hard questions respectfully have made her a valuable asset to teams and clients.

Elora has a diverse background in environmental science and conservation with a focus in geography, natural science, and a certification in Geographic Information Systems (GIS). She is experienced in biological monitoring and assessment, water quality monitoring, developing environmental compliance documentation, and botanical and geological field and lab research.
